Urban Resilience and Development

The Department of Urban Resilience and Development (DURD) is dedicated to fostering sustainable, climate-resilient, and inclusive urban growth in Basseterre, Sandy Point and Cayon. As a key governmental entity, we work to ensure that the urban centers remain adaptable to environmental, economic, and social challenges while enhancing the quality of life for residents and visitors alike. 

Our team, through the inter-ministerial working group, consists of urban planners, environmental specialists, engineers, and policy experts who collaborate with stakeholders to create dynamic, future-ready urban centers. We are committed to designing urban spaces that are environmentally responsible, socially inclusive, and economically vibrant, ensuring that our communities are well-prepared to face the challenges of climate change, rapid urbanization, and economic transformation. 

We believe that strong, well-planned urban centers are the backbone of national progress. By integrating modern urban planning principles with traditional and cultural values, we aim to enhance the quality of life for residents while promoting sustainability and resilience in the face of environmental and economic uncertainties.

Our mission is to create model urban centers that serve as benchmarks for sustainability, resilience, and innovation. While our primary focus is on revitalizing and modernizing Basseterre, we are also dedicated to the development of Sandy Point and Cayon. We strive to:

Urban Resilience

  • Implementing strategies to reduce the impact of climate change, including heat mitigation, flood control, and disaster preparedness. 
  • Enhancing green infrastructure through urban tree planting, green roofs, and sustainable drainage systems. 
  • Strengthening community resilience by promoting eco-friendly housing and energy-efficient urban design.
  • We integrate disaster resilience measures into urban planning, ensuring that infrastructure and communities can withstand and recover from extreme weather events.


Sustainable Development

  • Advocating for smart, sustainable urban growth that balances modernization with environmental conservation. 
  • Supporting projects that promote renewable energy, water conservation, and waste reduction. 
  • Encouraging the development of walkable, livable spaces that improve mobility and accessibility.  
  • We advocate for pedestrian-friendly streets, and transportation improvements to reduce congestion and promote accessibility.


Economic & Social Revitalization

  • Enhancing public spaces to stimulate economic activity and tourism. 
  • Supporting small businesses and entrepreneurs by improving urban infrastructure and commercial hubs.  
  • We create opportunities for local businesses and entrepreneurs by revitalizing commercial areas and supporting mixed-use development. 
  • Creating inclusive policies that ensure equitable access to urban resources for all residents.  
  • We work closely with residents, businesses, and stakeholders to ensure that urban development aligns with local needs and aspirations.
  • We design and upgrade parks, recreational areas, markets, and public plazas to foster social interaction and community engagement.


Smart City Initiatives

  • Enhancing urban connectivity through smart lighting, efficient transport systems, and digital monitoring tools.
  • Promoting data-driven decision-making to address urban challenges effectively.

 

Implementing Green Infrastructure and Climate Adaptation Strategies

  • We develop nature-based solutions such as urban green spaces, permeable surfaces, and coastal protection measures to mitigate the effects of climate change and urban heat.


Preserving Cultural Heritage While Modernizing Urban Centers

  • We balance historical preservation with contemporary urban needs, ensuring that our centers maintain their unique identity while evolving for the future.
